The Ministry of Science, Education and Youth (MSEY) publishes a Call for expression of interest for evaluators from various fields of expertise to register themselves in the evaluator’s database. From the evaluator’s database, we select the most suitable candidates for the purposes of evaluating project proposals that apply for funding.

The role of expert evaluator
MSEY selects candidates with the most suitable profiles for each evaluation. The selected experts will be contracted for the evaluation tasks of the submitted project proposals applied for funding.

Interested experts must register themselves in evaluators database via the registration form at the following link.

  1. The Ministry of Science, Education and Youth (MSEY) of the Republic of Croatia has received financing from the World Bank toward the cost of the Digital, Innovation and Green Technologies Project, and intends to apply part of the proceeds toward payments under the contract for M&E Software Development.
  • The MSEY invites sealed Proposals from eligible Proposers for tailor-made Monitoring and Evaluation (M&E) information system to cover its specific requirements: monitoring and evaluation of research, development, and innovation (RDI) policy instruments. The system should be produced and installed in MSEY within 36 weeks from the commencement of services.
  • The procurement process will be conducted through national competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, November 2020 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
  • Interested eligible Proposers may obtain further information from the MSEY, procurement-digit@mzom.hr and inspect the request for proposals document during office hours from 08:00 to 16:00 at the address given below.
  • The request for proposals document in English may be obtained by interested eligible Proposers upon the submission of a written application by email at procurement-digit@mzom.hr. The document will be sent by electronic message to the address specified in the written application.
  • Proposals must be delivered to the address below on or before September 10, 2025, 12:00 h. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below of the MSEY, room 235, September 10, 2025. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.
  • All Proposals must be accompanied by a Proposal-Securing Declaration.
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
